PHP Testing / Quiz Script Integration

Description:
Coding Friends: I&'m setting up a small testing /quiz / skill assessment website. I&'ve installed wpquiz which is one of the best applications out there for the money… free!
There are a few changes I need done to the script to make it do what I need it to do. My first priority is to get the basics done and then maybe the more advanced stuff. If there is a coder that wants to do this from scratch, that will be taken into consideration, especially if it interferes with license stuff.
Changes / Additions to the current script (or a new script):
1) Have the http://www.rateum.com/wpquiz/ script (or similar script) use the headers and footers of the rest of the http://www.rateum.com site.
2) Have the test results displayed to the user, then emailed to both the user and the admin (me).
3) Remove the ability for users to see statistics for OTHER test takers, (admin needs to still have this functionality)
4) Remove the ability for users to see / make comments on tests, and rate tests.
5) Create a template in excel with instructions on how to export a question set & questions into the script DB.
6) Customize the script with rateum slogans and titles in place of wpquiz (where permitted by the license.)
7) Create testing “groups” and the ability to give each user access to certain tests. Eg: When userA logs in they can take test 1, 3, and 7… while userB can take test 1, 2, and 5. Admin must have easy access to determine which tests each user can take.
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.
4) Clean, well written code, easy to follow / edit.
5) Site must run equally well in Netscape and Microsoft IE

Here is what you asked for and what we will offer you.
Changes / Additions to the current script (or a new script):
1) Have the http://www.rateum.com/wpquiz/ script (or similar script) use the headers and footers of the rest of the http://www.rateum.com site.
Your quiz will have the same headers and footers as are on the rest of your site. There will be made two files, “header.php” and “footer.php”. the links of these two files will be added in all the files that need header and footer i.e. wherever applicable. The benefit is that when the header and footer need to be changed, only the “header.php” and “footer.php” will be changed and the change will be implemented on whole site/section
2) Have the test results displayed to the user, then emailed to both the user and the admin (me).
Depending upon the hosting service that you&'ll get, which usually supports PHP&'s mailing function, a mail will be sent to the user and admin(you) as soon as the user presses the “Submit Results” button. The results will also be displayed on the user&'s screen depending upon user&'s preferences before starting the test whether to see the results or not. Furthermore, if you want, the results can also be saved in database or as a file entry for future reference.
3) Remove the ability for users to see statistics for OTHER test takers, (admin needs to still have this functionality)
This option will be in admin&'s (your) hand whether to let users see other user&'s results or not. You can then change this setting according to your will, as and when u feel like.
4) Remove the ability for users to see / make comments on tests, and rate tests.
Like the above point, this option will also be in your hands whether to let users see/make comments on tests or to rate tests or either of these.
5) Create a template in excel with instructions on how to export a question set & questions into the script DB.
we&'ll suggest you a way to do so, e.g.

Let us know wherever you want the slogans and titles changed, we&'ll do that for you and if doing so needs section redevelopment, we&'ll let you know about that as well, which I don&'t think will be needed. Or we can always find some other way out which is best for you. That&'s why we call ourselves solution providers.
7) Create testing “groups” and the ability to give each user access to certain tests. Eg: When userA logs in they can take test 1, 3, and 7… while userB can take test 1, 2, and 5. Admin must have easy access to determine which tests each user can take.
You will be able to create groups and then assign users to those groups. Then you can assign rights to those groups which will stand for all the users in those groups respectively, exactly as you&'ve mentioned above e.g. selection of questions for specific groups. We can also see after we&'ll get the details that if we can find an easier way for you to implement this option.
If, in the light of above points, you want this site or section to be redesigned, we can help you in that as well at very nominal TOS.
This is not the first time that we&'re doing this thing. We&'ve already implemented this thing in our projects that we did for our client World No. 1 Oil company Schlumberger, USA. If you want, we can make arrangements to show it to you since this project is running on client&'s intranet, and its provision on the net is not allowed yet coz of copyright issues.
