Description:
I need a PERL(server side include) or PHP program to generate a random link for my web page from a selection of 1000 links.
The program should be fast and should not place a heavy burden on the server.
It should expect to be called many times in a short space of time and multiple instances should run concurrently if the page is under heavy use.
It should not run from a database and should not be memory resident, it should just run when the page is called.
If bidding on this project, please give the technical reason why your solution would give the fastest performance using the fewest system resources. I won't accept a bid unless I think you are competent enough to give a good answer to this question.
Deliverables: 1) Script.
2) Installation Instructions for script on server that already has Linux + Apache + Perl + PHP preinstalled.
3) Complete ownership and distribution copyrights to all work purchased.
4) Sample list of links for program to operate on to demonstrate program works (don't need to be real links, 1000 computer generated fake links are fine for demonstration)

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.

This is an easy program. I'd suggest PHP for the best performance. PHP runs as a module within the apache web server. This is more efficient then using an external Perl CGI. Of course there are modules for apache to run Perl internally but they are a pain to install. Overall PHP is the slickest approach.
Since there is no static data there will be no problem with multiple calls in parallel.
If the links are stored in a text file with one line per link then it's simple matter to generate a random number and use it as an index into the file. Give a spec level of 1000 links the text file will be around 100K bytes in length. The disk caching built into Linux will keep the file in memory so accesses will be very rapid.
Other approaches are possible if larger link lists are needed. For example the list could be stored in a dbm file - a binary database file. This approach would be scalable to 10K+ links.
