It is just opening a socket and transfers some data in/out. the most complicated part (complicated meaning more work) will be done at the site. you will need a database and some server part like asp, php, cgi ... but I preffer jsp caus it's java too. you will need this db and active pages in order to manage a history, so the data can be compared with previous records ... as at the site you provided.
