Description:
Here's my idea. You download a file or want to add a description to a file, either a password,etc. You would right-click on the file and on the right-click menu would be a command that says something like "Add information..." or "Add data..." This will open a small textbox to add some informaiton to the file. Maybe with fields for date or time. After you click 'Save' or 'OK' the description will be 'attached' to the file. Not IN the file but attached to it. Then when you hover your mouse over the file it will display the added description. You can then go to START | Programs, select the application and it will list all the files with their respective descriptions. I see it sort of like the comment feature in Excel or Word. In Excel you know it's a comment by the red triangle and in Word by it's highlight. But when you hover your mouse over it, it will display your typed info. Word also feature a place to see ALL 'comments' in the document. This will be a stand-alone that does the same. Also if you move it from PC to PC they need the application installed to see the comments. I don't want this application to corrupt the file it's attached to in any way! So it has to be non-interfering.
Deliverables: Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
Complete copyrights to all work purchased. I will pay for the whole software including selling rights. ADDED: I'd like to be able to sell it as shareware with a 15 day evaluation time and then when the user buys it, be able to send them a unique registration code to unlock the program.

I don't have a tight deadline but would need it completed in a reasonable time.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.

Hi there,
Y'know, I was reading your description, and I though - wow, what a great idea! I have so many files lying around, and I don't dare delete them just in case I need them for something that I've forgotten.. your program would solve it all!
I'd love to help out and develop this for you - here's how I see it going:
Shell Extensions. That's it really - these are DLLs that are loaded with windows, they allow you to produce custom tooltips, and to add onto right click menus. You could even specifiy the file extensions that are to be used - only *.EXE for example. All the data would be stored however you like - either in a database (MS Access, MySQL) or flat files (I could create a custom file format and parsing engine - I've done loads before, so it won't take long).
As for dispalying the data, well I'm rather proud of my GUI skills - I can work extensively with subclassing, ownerdrawing to produce you a uniue (perhaps skinnable?) interface, that'll make you famous far and wide :)
I should imagine that this would take three weeks maximum to complete fully, but I should be able to deliver a decent prototype after 1 week, then keep you informed by daily email updates if you wish.
To do the basic app as you required, my bid would be $100 - to do extras like the advanced UI, custom file format, installer and a program to help the user move from PC to PC, the bid would rise to $200.
