Description:
I need a very simple tool that records audio in a default mp3 format with the option of saving it in wav. This program should be as simple to use as windons sound recorder. That qaulity of the audio is of great importance. I just want a simpl Record / Stop /Play feature. I would prefer no time limit! I would like the Top to show the name "WebAudio-Generator Voice Recorder" I want the default recording to go in to my documents. The input of this file should default to the users microphone. Other input sources could be allowed. I will need a small yet detailed readme.txt file for instructions. And finally, I want a seperate featue that converts mps to wav and wav to mp3. Thanks
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.
Platform:
Should work on windows 95 or better. I would like a version for mac users also if possible (not mandatory)
The mp3 files need to be able to work with macromedia flash apps.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.

I have some sources for these features from a prev industrial application I have developed that are able to record directly mp3 audio from a record channel, also is able to make conversion between all formats for which was found a codec in the system (the mp3 works on the same pattern), so my solution is a wide one.
All my libraries have been used for several years in industrial applications, so, I think they are pretty well tested.
I can build your application in a few days, if you are really in a hurry in just two.
The code is Delphi 6, standard formated and works fine on all Windows platforms.
I have worked a lot in multimedia and recording field (especially for call center applications), so, I think, I can be a realy good party for you!
