Description:
A safelist is a group of members who choose to sign up on their own will to an email list and are able to send and receive ads. A safelist is not spam, that is the very reason why it is called a safelist. People can choose to be in or choose to exclude themselves from the list. Provided MySQL, PHP, CGI, and SSI support, I need someone to design the safelist website and make the safelist script. The script should allow two levels of membership: Free membership, and Pro membership. Free members should be able to send every 7 days, and pro members should be able to send every hour. Free membership is free, and pro membership costs 99 cents. At any given time, the script should allow for the user to cancel the subscription whenever he/she wishes.
As for billing, paypal monthly subscription payment implementation is desired. The user should be able to sign up for pro membership, pay the 99 cents fee via paypal subscription, whereby the safelist account is activated immediately by and ready for use by the user.
Any email addresses that are bounced back to the system due to any error(such as mailbox full or address does not exist)should be eliminated from the list by the script.
The website should also allow an ad tracker feature for pro members only. To see an example of add tracker feature, here is a safelist that has one:

The functioning of the site and script should be fully automated and self-functioning, not requiring or involving any manual work.
I need the website and script fully functional and ready within a few days. Anyone who can't do this should not bid in order to avoid conflict.
The lowest bids will be given the most consideration.
Deliverables:
1) Complete and fully-functional working site and script as well as complete source code of all work done.
2) Complete ownership and distribution copyrights to all work purchased.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.

I already have 2 safelists scripts ready for sale. If you want to choose any of these then let me know , I can give it to you for just $35.
They have all the features you need and some additional features also.
Even I have two running safelists one with 700+ members and another with around 100 members that I want to sell as I don't have enough time to maintain it.
It's hosted on server that gives unlimited bandwidth at a rate of $8 per month and a nice admin section.
