Description:
I need a windows-based program to manage lists and contact information database.
The program will operate offline in windows environment. It will read records of mailing list in xls / csv file formats and will output specific records also in csv or xls format based on certain preset constraints and critirea specified by the user.
All details are in the attachment.
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.

Greetings:
I can do your project developing a Delphi application, that does not requiere any dependency besides Excel. It will be a single small exe file.
The application will use Excel automation to read Excel files. The output files could be better in CSV format for performace issued, but I'll test both possibilities if you can send me a real file to work.
Your explanation is very clear, if you accept my bit I can start to work right now.
