Description:
I need a program that will read in a paragraph from an external ASCII text file and either:
1) encode it and then write the encoded file to a second ASCII text file.
2) decode it and print out the file on the screen.
The encoding scheme will consist of shifting each letter up two places in the alphabet.

You need to be able to specify the filenames. Capital letters must stay capital, punctuation must stay the same.

Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Complete ownership and distribution copyrights to all work purchased.

Needs to run on msdos.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
