Converting Perl or C Script to ASP

Description:
I have a website where I am using a third party credit card processor. After the user completes a purchase they are sent to my confirm page where they will auto download my product. What I need to do is validate the purchase before the download begins.
This third party processor provides a validation script in both Perl and C code, but I use ASP and they cannot offer me any help with this. I have never used Perl or C so I don't understand the code. I need this validation script converted to ASP. Here is the page with the instructions and the scripts for using Perl and C:

Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased.
