Well I think this can be done through creating a website and a software for test taking. A file format encrypted will be developed that will be downloaded by users and the software will read it and will take test according to it. After test it will send the result through website by using post. So the teachers would know who did what in tests. The teachers will use a software to create tests. The file will be put on server and users will download it. I think 200 is enough for creating a website and w windows softwares. If you like me a lot than you can always send bonus if you want.
