Description:
I would like a program that will extract key frames from a video. I define a key frame as: "A frame that accurately represents a series of frames"
This program must be extremely accurate. Accuracy can be tested by comparing the key frame to all the frames that it represents. If these frames look identical/near identical to the human eye, then an accurate key frame was selected. I desire frames that look identical/near identical to the human eye. I've seen programs that use pixel data to compare frames and they look nothing alike but are said to be identical/near identical.
Program should also be able to manually extract frames between and start and end time.
Deliverables: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.
4.) Written in C++
5.) Compatible with MPEG, AVI, MOV, WMV.

Hi Sir
I have done similar jobs , regarding frame grabbing and DS filter writing . I can do this program for you for all file formats that have DirectShow codecs on Windows . MPEG, AVI, and WMV have codec support but this is true only older versions of MOV .
The basic description of the applications functionality :
To get the key frames I would write a DirectShow filter which will store the lastest N frames (configurable) .
From the buffered frames based on pixel comparison the filter will select key frames (if there are any)
The app will have input parameters like : 1) a treshold value for considering 2 frames nearly identical (ex. 2 frames match 95%)
2) the minimum number of frames which a key frame has to represent .
Until now all my project partners were satisfied and I had received only excellent ratings .
