Description:
Here is what I need:
An OpenSOurce/GPL coded purchasing program that can be copyrighted by my company, but remain under GPL.
This will be for local (city) and state government.
It need to be written in PHP/XML with a MySQL4 database.
Needs to be able to store over 10,000 bidding partners in the database.
Need to have a super simple user interface (Web GUI).
Needs to be able to post bids and send those out under email to the list of 10,000 bidding partners.
Need a secure login for both sides-bid poster & bidder.
Need a lockbox feature to close all bids at the time of expiration, even if a bidder is currenlty on the system.
Need to have bids, items within a bid able to have multiple bidders win, even though posted under one bid.
Need to be able to priotize bids, by company, bids, location, date.
I will be going over all details with the winner of this bid. I will be acting as the Project/Programming Manager.
If there is already a system you know of that you can modify that is fine as long as it's GPL code and modifications can be copyrighted by my company-not you.
Do not let the $100 bid requirment prevent your bid on this job, as I can go up in price! The $100 is in the hope someone already has a system like this they can do slight modifications on for a $100 and sell to me.
Plus this system will be going out to the OpenSource community with your name and my Company Name!!!!!
I just do not have the time to do it or wait for the community to make onw-this is for a client I have now, who needs it now!
Time will be most important factor!!!!!
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.
Platform:
Linux 7.2, 8.0, Mandrake 8.0, 9.0 and Debian.
MySQL4, PHP4, Mozilla 1.0, Opera, IE6, Netscape.
Open Source - under GPL - able to have copyright!
Will be giving back out to the Open Source community!!!!
Must be 100% finished and received by buyer on:
Feb 28, 2003 EDT
Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Special Conditions / Other:
The sooner I get a bid, the sooner you can work on the project.
I will close this bid if someone hits close to the $100 mark and will be going with them!
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.
