Description:
I have updated the description of this project, basically what I need is to create a small announcment window, and would like to have effects like WinAmp or others playing around the outside or on top of scrolling text window...
Please request more information if this sound confusing...
Deliverables: Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.

Hi. I may be able to help you with implementing a watery effect. I have already done something much like that in a winamp DSP plugin I've been working on, which I have attached. If you use winamp, you can try it out by copying the files in the dsp folder, activating the dsp and clicking configure to see the effect. Move the mouse using right mouse button to see the water move. It refracts the bitmap behind the window and uses a reflection map to make it look shiny, and its done completely in software.
