Description:
I need an application to create certification tests that can be downloaded from the web, performed on a local PC, and the results emailed back and scored. The specs are as follows:
* Test questions will consist of a mixture of T/F, multiple choice and fill-in-blanks. Questions must also be able to incorporate audio files that can be played on demand as part of the testing process.
* The tests must consist of self-contained files (.exe or HTML or ?) that need no external application (except for a browser) to run on the applicant's PC.
* I will also need a module that will score the results of the tests once completed and returned.
* Maintaining the integrity of the testing process and testing data is critical. The test questions or any other data must not be accessed by the applicants. Also, each test can only be taken once, and afterwards the test cannot be opened again. The data should also be protected (encryption?) while being downloaded/uploaded from the web.
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.

Hi,
This is how I will do it:
There will be 3 programs total.
1) The first program will be for the creation of the tests. There would be options for T/F, Multiple Choice, and Fill-in-the-blank type questions, As well as the option to select an audio file to go along with the question. When finished the program would combine all the wave files as well as a file with the test info into a single file for distribution.
2) The second program will be distributed once to the test-taker. It will open the disributed test file, and allow the user to take the test. Upon completion, the users answers will be encrypted into a file for upload via email.
3) The third program will be for testing. The tests will be distinguished by a unique ID#. The grader would enter the ID#, and then specify the user's answer file. This file will then be decrypted, and graded. The test results/stats would be saved into a file, which will then be encrypted to be sent back to the user, who will then open and view the results with the (2) program.
The user cannot take the same test twice.
