Description:
I need program that will execute on an NT based server with minimal requirements on the server. The program must execute on most NT servers. I need the CGI type program to prompt for a filename and allow me to upload a file to the server to a predefined folder. The program can optionally take input from a form or the executable itself, whichever is more feasable. In either case, the program must use a configuration file to allow me to predefine the folder into which the uploaded file will be saved to. This program must be stable and free from bugs as to not hang or crash the server in any situation. Suggestions to making the code free from hacker attacks is a plus.
In case I wasn't clear enough, the needs to be an executable, not a script. An .exe file is what I am looking for that requires nothing to be installed on the server to run. This is an NT server that will run ASP but Scripting.FileSystemObject and Scripting.Dictionary are disabled. This cannot be changed. I am renting space and cannot add anything to the server. I want an .exe file to install in the cgi-bin directory that I can call from a form to allow me to upload files to a given folder/directory. I want to upload graphic files to one folder/directory only.
Deliverables: 1) Complete and fully-functional working program(s) in executable form (not a script, an .exe) as well as complete source code of all work done.
2) Complete ownership and distribution copyrights to all work purchased.
Platform:
Must run as a CGI (as an NT .exe executable) on a Windows NT based server without any prior requirements of the server. Libraries if required can only be installed in cgi-bin. No assumptions can be made on any preinstalled server software other than the standard NT server software.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Special Conditions / Other:
I will give the chosen coder access to our server to test the project. Only bid if you know what your doing. No perl or PHP scripts.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.

I have an existing file-upload scirpt (perl/cgi and php) available. These scripts are small, and fast and should run with any webserver with perl or php installed on it.
I can send you a link to each example if interested.
