Description:
A small ISP has requested a bandwidth monitor & managament tool to help keep track of bandwidth moving through an number of interent servers as well as limit bandwidth by IP address.
Deliverables: Must have a secure web based admin area to input the IP range to monitor and manage. The software will track and manage bandwidth from a OC-12 (100Mbps) connection coming into a windows 2000 server (Specifically for this software) and out to a switch. It must track and limit bandwidth by IP address assigned to multiple servers AND website host header. A similar example of this tool can be found at http://www.etinc.com/ however it must be a Win 2000 application and etinc is a Linux based application. Feedback in the form of Graphs, and numeric values 5min, hour day, week month etc.. It must use a database to store values for later retrival including methods to remove "old" data. There must be a client log in area to allow the ISP's clients to log in and view their bandwidth stats acording to predetemined permission configured in the admin area. The applciation must be user friendly for both admin and client and must be scalable for future upgrades and modifications. Ideally this software will be loaded on a Windows 2000 server using 2 network cards one with the incomming data (From the router) and the other Nic going to the Switch. The monitoring must NOT interfere with bandwidth and must be passive. We would like a proposal from qualified bidders. If you can not do it for the maximum bid amount please do not bid our client has a budget that an not be broken. Application is open to different programming languages however it MUST be compatible with Windows 2000 and IIS 5+
Complete and fully-functional working program(s) in executable form including all rights and ownership to the code as well as complete source code of all work done.

Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.

Hi,
As I can see from your description that this is a large scale project. However
I have code infront of me here which could constitute the core of this application.
What I have is a program which can capture network data travelling in & out of a network card (in your server). This data is taken directly from the IP layer, and is totally passive (does not interfere with network throughput)
There is absolutely no problem in producing a web-site interface to allow you, or your customers to monitor bandwith. I'm an expert ASP programmer, so this is relatively easy.
The only thing which I would have to research would be how to actually limit the bandwith used by clients. It may be possible to send a TCP/IP close command to the client, but I think an email warning them to slow down their browsing habits would be more practical.
It will work on Windows 2000, and you will have rights to the source code, and will be permitted to sell this software to other ISP's.
I would assume that This may take up to two weeks to complete, given the scale of the project.
