Description:
Turn an existing MS Excell sheet into an executable program. The static, data and calculated fields of the program are as in the excel spreadsheet. Turn existing excel spreadsheet into a windows (VB or C++) executable program with help tips as shown in the comments. The offer should take into account a pre-release which will be tested by us. After the tests the final adjustments will be made to the program.

Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Complete ownership and distribution copyrights to all work purchased.

4) The program needs to be professional looking. Actual layout can be determined by programmer.

5) There should be a startup screen with the text "This product is for SIL determination and documentation purpose based on layer of protection analysis. The calculation part requires input data such as initiating event frequency, probabilities - (if any) of other required events necessary for the initiating event to result in an unwanted event, probability of failures of other independent protection layers and the target frequency allowed for the unwanted event. Based on the above data the calculation part determines the SIL required for the chosen scenario and operating mode.

6) Create a data entry screen with help tips. The help tips are currently in “black” in the form of comments in the excel spreadsheet. The data entry fields are as in the excel spreadsheet. The data validity details are in “red” in the form of comments. There are also notes that explain the formulas. The calculated value field are in “blue” comments.

7) There should be a calculate button which when pressed will result in a report outlining the input parameters plus the calculated results in a nice, good readable format. A sample is hereunder. The presentation is left to programmer&'s imagination.

8) There should be a button to convert the report into MS Word format. This is in order for the user to insert their company logo/name. The output should be in the form of MS Word template.

9) Program needs to be able to handle multiple languages but for now only English is supported

10) Program needs to be delivered with fully automatic install process including the program and supporting documents

11) During the installation of the program there should be a User Agreement Acceptance screen. The screen should have the User Agreement and only if the user accepts the agreement the program will continue to install. The Agreement itself will be delivered later.

Dear Sir/Madam,

I have read the requirements in your document and I have examined the spreadsheet.

I propose to develop the application in Microsoft Visual BASIC Version 5 (that is compilable in VB6), and provide a SETUP.EXE, and the Freeware Software that generates the SETUP.EXE, in the event that changes are required to the software. I will also provide the run-time libraries that are required to deploy the program to target PC installations.

I can design the program to support multiple languages, where all the messages and from labels can be read from a database, including the text on the start-up screen. I can develop the program to either operate in English mode or Spanish mode, where my partner is Central American and writes and speaks Spanish very fluently.

Regarding the report, I can develop the program to generate the report in HTML (that can be read in MS-Word 2000). I have done this for other applications that I have developed, and this method is very reliable. Also, using this method does not require the end user to have MS-Word installed on their machine, and the report can be opened in Internet Explorer. Having the report generated in HTML allows the user to save the HTML copy to their desktop. I will use the sample that is provided in the bid request.

I recommend that you test the software in the form of a pre-release before signing off and releasing funds.
