Lease computer password system

Description:
I am interested in a password system for my lease computers. I would like to be able to preprogram 12 passwords into the computer when I lease it out. Every 3 months, the computer would require the next password to continue operating. I would then supply the customer with the password for the next 3 months. This would allow me to have some control over non paying customers. The program would have to be such that they couldn't simply change the computer date, or reformat the hard drive to defeat it.
Deliverables: Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.

Have you used poledit on the windows cds to protect certain things such as the registry. I could write this program but if the user could access the registry and they knew what they were doing they could delete it ffrom the run/run services key and the program would be disabled Big Problem
Another point is that if they format the hard drive, everything is gone and the program will be defeated. Another thing you could do with is finding a way t prevent the hard drive(s) from being formatted. And in my opinion those two things need to be reolved before we should look at creating the application you require. If you want to discuss this further please contact me
