It will be written in c# and some knowledge of port based TCP communication is nessarsary. this is a very simple implementation (light weight) of a messaging service. It should not take someone with the right level of experience overly long to build it. Ideally, bidders should know: Java c# TCP/Socket communication (a bit) XML XPath Simple database work With these skills, the approach will make this a simple project I am willing to discuss letting you have a license to this for a reduced fee.
