Description:
I need a program which has the same IP Setting as Win98,Win2k,WinXP OS ,after setting IP Address and DNS IP,it can automatically disable/Enable Ethernet
So user can not reboot WinOS
Deliverables:
Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
Complete copyrights to all work purchased.
Platform:
WinXP,Win2K,Win98

I can do this, and more, in Delphi. However, I am not clear what you mean by 'it can automatically disable/Enable Ethernet
So user can not reboot WinOS'
Do you want ethernet access disabled? Or do you want the ethernet CARD (Hardware) disabled? How will this prevent the WinOS from rebooting?

...also, would you need an interface for entering the network settings, or will you be passing these to the function call?
You need to pass: IP, Mask(Subnet),DNS
