Description:
We want a specialist web cam client written for us to use on an adult contact site. The members would download the client for free and all they would need to do to start broadcasting images is enter a broadcast username, from that point on the client software would upload their JPG format snapshots to a web server where they would be served using a normal web page and either javascript or PHP.
From that point on the software would preferrably be able to connect with the web server and then check the username entered against a file on the server, if it was valid then the program would then download information from the web server, like the server path to upload the photo's to, and the refresh delay between taking each snapshot, alternatively we don't mind if the program has this information hard coded into it (FTP, username and password information, upload path etc.) but this would need to be stored in a separate secure file which we could change without the whole program needing to be re-written, perhaps by use of a seperate administration utility.
The most important thing is that the software you write can ftp the photo's without the user ever knowing the web servers ftp username and password, it should also have preset the quality and size of the photo being uploaded, it would also be nice if a company logo could be overlayed on top of their photo's prior to upload if possible so that we can brand and copyright the broadcasts automatically, but this isn't imperative.
Depending on how you implemented the client program we may also require a second small utility program which would allow is to change the ftp username and password and upload path, this program, would obviously not be part of the distribution that the end user downloaded but for our internal use in case we needed to change the server details for security purposes. Therefore the ftp username and password would need to be stored in an encrypted format in a seperate file which the cam client would read when it firsts opens
The program must not be restricted or expire in any way, and should run on all current 32 bit versions of Windows.
As a foot note, for an idea of what we are after then ideally the program should function in a similar way to webcam32(tm) or even more similar to Cameraware (www.cameraware.com)

Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
Complete copyrights to all work purchased.
Platform:
Windows all 32 bit flavours including 98,NT,ME,2000,XP

Special Conditions / Other:
We have been mucked about beyond belief by the previous bid winner, our funds are ready and waiting in our escrow account, so if you bidded previously feel free to bid again.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.

Hi,
I can develop a robust and automated webcam broadcasting utility as per your requirements. I'll use Visual Basic and device API to develop this software. The software will seamlessly broadcast (FTP) the snapshots (in JPG, GIF or PNG formats) to a specified web server. My proposal however doesn't include any web server programming (ASP/PHP/.NET etc. which by the way I can also handle but for an extra charge).
