Description:
Introduction
This project is for a web site to act in conjunction with an existing software product. The existing software product is a medical records application in which the doctor uses a portable computer to enter the patient&'s history while talking to the patient. (more information at www.stoneent.com) The program already has extensive menus, options, etc. to handle the common medical problems encountered. When the doctor finds information not already in the program, he must either type it in manually or record his voice into the computer as a .wav file for use by a transcriptionist later. The current program requires the transcriptionist to have physical access to either the computer or the network. This current project is to develop a web site so that the doctor can upload his .wav files via FTP to the server and transcriptionists can download the .wav file, listen to them and then convert them to text. These text files are then sent back to the server to be downloaded later by the doctor and merged back into his medical record documents.
General Program Requirements
Transcriptionist should only need a browser and should not require any special software downloaded into her computer other than possibly requiring them to run Microsoft Internet Explorer as their browser.
Doctor will already have an extensive VB 6 application loaded on their computer and any additional code can be merged into the existing program as long as it is VB 6.
Security should be a priority with encryption used for the transfer of the .wav files up to the server and the text files back to the doctor.
If possible, an online payment system such as Pay Pal should be implemented. The doctor would put money into his Pay Pal account and the transcriptionist will receive money in their Pay Pal account. The server software will track how many lines of transcription have been typed and calculate the appropriate level of payment.

Based on the feedback from a large number of bids, I have revised the details of the project to add additional detail and clear up some points. I have replaced the old zip file (Microsoft word document) with an updated version.

Programming language should be VB 6 and VB.net. (A portion of the software must be in VB 6, the server software must be VB.net/ASP.net) Server platform should be Microsoft IIS with active server pages with ASP.net. Database format should be Microsoft Access.

Mr. Stone,
I have gone through your bid request (and the attached word document), and have also scrutinized the “Bronze Plan Windows 2000” plan from www.verio.com for compatibility with this project.
In addition to this, I will add functionality to the existing software, which will allow the user to add funds to his/her PayPal account, and transfer funds to the transcriptionists PayPal account.
As for the security involved, while uploading files (.wav), the doctor's software will encrypt the files with a randomly generated key, and when the transcriptionist downloads the file the webserver will decrypt using the same key and send the file to the transcriptionist. On the other hand, when the transcriptionist uploads a file (.txt), the webserver will encrypt the file with another random key and the doctor's software after downloading it will decrypt it with the same key. This way, the load (encryption/decryption) will be evenly distributed between the server and the application. Also by using different keys for each session, the process becomes very secure.
The entire project will be completed before your stated deadline (15 August, '02).
