A little known system variable called "zoomfactor". The default value is 10 and is a percentage of the zoom in/out feature commonly associated with wheelmouse. All you have to do is type zoomfactor at the command prompt and change it to whatever is good for you.
Accepts an integer between 3 and 100 as valid values. The higher the number, the more incremental the change applied by each mouse-wheel's forward/backward movement.
