Description:
I have looked into a non proprietry lossless algorithms that work well with black and white images and have selected Run Length Encoding as the prefered option. I need code that will accept a bit map image and compress it using an RLE algorithm, a second algorithm can be used to turn the now compressed file back into a bitmap image for reading.
Deliverables:
Required in either Java or Pascal please.
Complete and fully-functional (and anotated) working program(s) in executable form as well as complete source code of all work done. Preferably with a test data program.
Complete copyrights to all work purchased.
Platform:
To run in a Windows 98 environment
Java would be compiled in Borland J BUilder 6
Pascal would need to be Turbo Pascal 6

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
