Description:
I want to use a small flash file as a projector to display a series of Internet based web pages in a simple type of photo album. Flash v5.0 features the ability to load HTML into a flash file. I need a template that takes a list of 20 web pages (from another web page on the net in a simple format that you can choose if required) and loads them consecutively with a configurable time delay into a hidden layer that is then displayed to the user after they are loaded completely. The template must include remarks that will enable a non-Flash programmer to replace variables as needed in the FLA file. Additionally the 20 web pages must be loaded with the ability to include extended URL comments such as ASP or CGI arguments without requiring modification to the flash code.
Deliverables: Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased.

Although you are correct that Flash 5 lets you load HTML content, there are very severe limitations on what will be displayed. It only supports a handful of the most basic tage such as font formatting and hyperlinks, and even then it displays them within the context of the Flash movie itself, so it wouldn't look much like the original site.
I'm not sure, but it doesn't sound like Flash is capable of doing what you are looking for in that manner...
However, what you could do is use a frameset with a Flash movie as the controller frame to surround an HTML page, giving a similar effect. It wouldn't preload the pages, but you could use Flash to pass variables such as in PHP/ASP/CGI scripting.
