Need Linux Time Command for NT

Description:
I need an NT version of the Linux time command. This command needs to have all the command line switches that Linux has especially the seconds since Jan. 1970. If you can port the linux command directly to NT, great! If not write it from scatch.
Deliverables:
Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased.
Special Conditions / Other:
THIS PROGRAM WILL NEED TO WORK IN A NT Shell Script, OUTPUT REDIRECTION MUST WORK!!!
