Automate the Import of txt files to Access 2000

Description:
I'm looking for a VB6 program that will automate the importation of a regularly updated ZIPTEXT.EXE (found at http://www.fda.gov/cder/ndc/index.htm). I'd like the program to do two main things. First, it would automatically download the ziptext.exe file to my computer with the click of a button. (I would then manually run and unzip the 7 (or so) text files it contains.) The program would then take those unzipped text files and import them into an Access 2000 db (with all the correct properties, indices, and links) described at the URL above.
Deliverables:
Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
