Description:
I need a set of high-level functions, designed as a co-operative API, which will encapsulate calls made to the Windows Installer APIs. The high-level functions must be written in Borland Delphi. Requirements are as follows:
1) The high-level functions must be task-oriented. For instance a function could be called "WICopyFile(FileName: String; TargetFolder: String);", and it should automatically create all Windows Installer database entires to accomplish the designated task.
2) The high-level functions must encapsulate all native Windows Installer functionality. This functionality includes, but is not limited to, things like copying files, updating the registry, creating shortcuts, and so forth. This functionality DOES EXCLUDE all sorts of Windows Installer functionality related to user interfaces.

Deliverables:
1) Complete and fully-functional working API functions, with documentation, as well as complete source code of all work done.
2) Exclusive ownership of the copyright is NOT REQUIRED. As long as I can do anything with the sources you hand me, I don't care what else you do with the sources.
Platform:
All Windows Installer platforms. The version of Windows Installer itself is not very significant. Your APIs should work properly on all existing Windows Installer versions, but your API does not need to encapsulate the new features introduced in, for example, Windows Installer 2.0=.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
