We are a group of programmers having very wide industry experience in providing web based and enterprise level solutions.

We went through the attached pdf file for complete information about the requirement and are very confident in giving you the right solution within in the given time frame. We have customized a freely available forum according to clients (RAC) requirement. Please look at the urls http://www.silk2.com/silk2forum/index.php and http://www.nbcl.org/nbclforum/index.php for our work on forum. We have proper knowledge in implimenting the communication area in your requirent.
File uploading and dowloading also very simple as per your requirement. Only we are not clearly understand about permissioning or communication between users. As per your screen shots there is no where you are asking for another user to whom the user wants to start new thread (communication) and upload the file.
Please let me know if you are already build any module for user groups and permissioning. If you can clear this part we are ready to take over this project and deliver it to you within the time frame.
Please feel free to communicate with us for any queries/clarifications. As early as your reply for our queries we can immediatly start working on the project as time is very less.
Please also let we know which platform you prefer, we are comfortable both ASP and PHP. Still we prefer to go for PHP/MySQL for optimum solution.
