Description:
Create a Delphi 5 PC version of an existing Perl Application that currently runs on a server. The current application essentially checks some text heuristically for words and phrases, like a spelling checker. The same rules and heuritics will be used, just in a different language and interface.
More info is in the zip file. Do not bid unless you are willing to respect non-disclosure of details.
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.
Platform:
Run on all versions of Windows TESTED!
Must be 100% finished and received by buyer on:

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.

I have 4 years of Delphi and Perl experience (if you would like samples to prove it, go ahead and ask me). I can transpose spamassasin to Delphi in one week.
