This looks like a fairly simple matching problem, which can be pulled off in a few different ways. My plan would be to use SQL Server, and use a few temp tables intermediately to 'clean' the data to a common format (removing certain punctuation, multiple spaces, etc, and possibly metaphoning the data if the address and name fields might have spelling errors?), then populate a single result table using the mother/child relationship you described. This is actually pretty simple, and something I have been exposed to at my regular day job many times (name/address matching, etc.)
Please let me know any questions I can answer.
Thanks, Tim
