Perl Script Proxies URLs

Description:
I need a perl script that once its executed, it will start visiting all the urls that are listed in the urls.txt file by using a random proxy each time from the proxies.txt file and make it look like the refering url is www.something.com
the whole idea is basicly to make it look like the urls are getting hits from my web site where i have their links placed.
Lets say there are 500 urls in the urls.txt and 45 proxies in the proxies.txt . when i execute the script.cgi, use a randomly selected proxy each time it visits one of the URL's. basicly it'll try to grab a new proxy 500 times while its going through each URL.
and like i said above. it has to look like the refering site is http://www.something.com/dir/
i already know how to set up cron tabs on my server. i can set it to execute this script every 72 hours or so.
what this means is. i dont want to have to click a button to get the script to do what it should do. as long its executed, it should do everything.
Deliverables: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
We monitor all site activity for such violations and can instantly expel transgressers on the spot, so we thank you in advance for your cooperation.
