Description:
I need a routine in Java (1.3) to decode a UTC time value which I believe is in Timer tics. The date is in IBM packed decimal. This is a timestamp coming from an IBM mainframe and the documentation is somewhat poor on the exact makeup of the field, but I have a number of samples of both and I know what the date /time "should" be.
Would appreciate some help to decode these fields & create a suitable routine.
Deliverables: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Complete ownership and distribution copyrights to all work purchased.

I have had to interface IBM main frame systems to process control computers and had to work out many obscure formats, including dates, in my career.
Conversion from packed Julian date is no problem.
Please let me have the examples to confirm I recognise the date format and let me know what format you want to end up with.
