Description:
I need a "csv" list management script that runs on my desktop, where I can take a large csv file that has approximately 6 fields (fname,lname,email,phone...etc)
and I can break up the file into set amounts I can alter based on my needs. ex. break up a 100,000 rows of data file into 10 seperated files of 10,000.
I would like to be able to upload different files into the script to create one large file which I could break down into any amount. If possible I could sort the large file within the script by any value I choose.
Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.

Deadline legal notes: All times are expressed in the time zone of the site EDT (UT - 5). If the buyer omitted a time, then the deadline is 11:59:59 PM EDT on the indicated date.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.

I am an experienced software developer specializing in database and web applications.
I could write a small VB application to perform the csv file management tasks that you need. It would have several functions accessible from a user interface, such as load file, break up file, load file with append, etc. You could set options for how you want to break up the file, such as divide by a variable number of rows, etc.
