Freeze/Un-Freeze External Process

Description:
I need a simple Visual Basic program that will freeze and un-freeze a running external process by it's name (see the attached sample screenshot). The process should be completly frozen, along with all threads it's running. So in the case of iexplore.exe (Internet Explorer), the process shouldn't transfer/receive any information to/from the web and all open windows should be frozen.
The program shouldn't have any external dependencies (ie OCX/DLL), but if it does make sure you have the source for them too.
This program must work on Windows 9x/ME platforms, not really necessary for WIN 2000 and up.
Only bids WITH sample programs will be accepted, so if you cant produce a sample app, DON'T bid!

Does it have to be in Visual Basic? I can produce a working sample program in 15 minutes, but it would be C++...
Don't bother replying if Visual Basic is a must for your request. ;)

Hi
Sorry, was too busy at work yesterday to do it, so it's just now that I've finished.
Attached is the dll with IvProcessFreezer control and two bat files for registering/unregistering it. (I also included a screenshot just in case).
The control exposes only one method: invoke(HWND). You should pass the HWND of the form you're calling it from, or NULL.
You'll notice that instead of edit box I used list view for processes list. It's because there may be several processes running which have the same executable name (e.g. atm there're 3 explorer.exe processes running on my PC).
