Windows 2000 Pro Administrative Rights Problem

Description:
I got a new pc with Windows 2000 Pro at work. Our IT guy set up my login account, etc and he tried to give me admin rights, but I do not have them and he doesn't know how to fix it. We have our own server here and all but 3-5 people are still using Windows 98. Guess I get to test it out.
Anyway, I am not a Windows expert by any means. Can someone walk me through this so I can straighten out my admin rights once and for all? It's causing me a lot of headaches installing/uninstalling and running several programs. Appreciate any feedback.
Deliverables: Get Windows 2000 Pro running under my personal login with admin rights.

I don't know how much work is involved in this, but I would like to get it done fairly quickly.
Remember that contacting the other party outside of the site (by email, phone, etc.) on all business projects < $500 (before the buyer's money is escrowed) is a violation of both the software buyer and seller agreements.
