Description:
I need something that can load an ActiveX DLL by finding the file in a directory app.path & "\plugins". All DLLs will be loaded in the same way. It must has the ablility to tell if the DLL has the correct permission. And the other way around so that the DLL will not run unless the program has the correct permission. Permission just needs to b a number that that each side can verify.
This will be an attachment to a program that I am writing. If you wish to drop right into the software your welcome to. This source code will be sent when I accept the bid.

Platform:
Any plaform is good but 98 - XP would be the best
